Elliott Hooper is an associate in the insurance regulation practice group of Funk & Bolton, P.A.

Prior to joining Funk & Bolton, Elliott served as counsel for a commercial health maintenance organization. In his role as counsel, Elliott worked on a variety of matters including but not limited to form and rate filings, insurance holding company system filings, provider contracts, and administrative service agreements.

Elliott is a 2013 graduate of the University of Maryland Francis King Carey School of Law. Elliott completed the law and health care program’s concentration in health law. As part of the concentration in health law, Elliott completed several internships with a focus in health insurance. Most notably, Elliott interned with the Centers for Medicare & Medicaid Services, where he reviewed initial and expansion service area applications to participate in the Medicare Advantage program and participated in the appeals process for health insurance companies that were denied participation in the Medicare Advantage program.
