Neal Karkhanis joined Funk & Bolton in November 2019 as a Principal Non-Attorney in the Government Relations Practice Group. Before joining the Firm, Neal served in roles including the Director of Government Affairs for the Maryland Hospital Association, Manager of Public Policy for the Health Facilities Association of Maryland, and the Public Policy Manager for the National Association of Area Agencies on Aging. At the Firm, Neal represents a diverse set of clients with interests including the state budget, procurement, health care, insurance, liability, energy, tech, municipalities, and other issues.

Neal is well-known in Annapolis and has cultivated several strong relationships over the years throughout Annapolis including the Governor’s Office, Maryland General Assembly, Comptroller’s Office, Treasurer’s Office, and relevant state agencies. He has lobbied since 2009, possessing a strong knowledge of the political process in Annapolis, and has expertise and experience on a vast set of budgetary and policy-related issues. He has led numerous sophisticated policy and budget campaigns for a diverse set of clients.

Neal earned a Juris Doctorate from the University of Maryland School of Law, Master of Arts from the University of Maryland, Baltimore County (UMBC), and a Bachelor of Arts from UMBC.
