Michael V. Forlini

Michael V. Forlini is a member of Funk & Bolton, P.A., resident in the firm's Baltimore office. Mr. Forlini heads the firm's Environmental Practice Group.

Mr. Forlini is recognized for his experience and insight on matters pertaining to major environmental legislation, including the federal Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and the Superfund program, the Resource Conservation Recovery Act (RCRA), the Clean Water Act and the Clean Air Act.   He has worked on non-tidal wetland issues involving the U.S. Army Corps of Engineers and has served as lead counsel on projects involving large scale Superfund removal action.

Before joining the firm, Mr. Forlini maintained a solo practice for over five years in which he counseled clients on compliance with Maryland's stormwater runoff requirements, consulted on bio-solid and composting activities that created nitrogen run-off concerns and conducted environmental due diligence reviews for merger and acquisition transactions and bankruptcies, among other activities. During the same time period, he also provided representation to the Northeast Maryland Waste Disposal Authority.

After graduating from law school, Mr. Forlini served for three years as an Assistant Attorney General with the Maryland Department of the Environment, advising the Department on issues involving hazardous and solid wastes, water pollution, water appropriation, air emissions, and other environmental and regulatory matters. As an Assistant Attorney General, Mr. Forlini assisted in the drafting of several Maryland environmental laws and regulations, including the State's Brownfields law, air quality regulations involving consumer products and architectural coatings, and the State's Hazardous Material Security Regulation. Mr. Forlini also served for more than 14 years as a regulatory specialist and environmental scientist with the U.S. Environmental Protection Agency, during which time he assisted in the development of national "Brownfields" and CERCLA/Superfund guidance and regulations associated with the Clean Air Act and RCRA, and for three years as an environmental planner with the New Jersey Department of Environmental Protection.

Mr. Forlini is a member of the Maryland State Bar Association and the Maryland Ad Hoc Committee on Oil.
