Allison has extensive experience at the intersection of law, policy, and insurance regulation. She serves as a strategic advisor to insurers, health plans, and organizations navigating Maryland’s complex regulatory landscape. With a career rooted in high-level government counsel and health plan leadership, Allison brings a sophisticated understanding of how policy shifts impact the business interests of her clients.

As the former Head of Government Relations for Kaiser Permanente’s Mid-Atlantic region, Allison acted as the chief lobbyist and lead liaison to the Maryland General Assembly, insurance regulators, and Medicaid program. She is a relentless advocate for her clients, notably guiding them to secure competitive state funding and amendments to legislation and regulations.

Allison’s regulatory insight is further informed by her tenure in state government. Allison served as Counsel to the Maryland Senate Finance Committee at the Department of Legislative Services. In this role, she drafted health care bills and provided legal and policy guidance on Medicaid, behavioral health, and commercial health insurance. She also served as Chief of Staff for Public Health Services and Director of Governmental Affairs at the Maryland Department of Health. In these capacities, she managed the day-to-day operations of 12 public health administrations and acted as a primary liaison to the Governor’s Office, successfully overseeing a legislative package where nearly 80% of the department’s bills were signed into law.

Allison earned a bachelor’s degree from Davidson College. She also holds a law degree from the University of North Carolina and a masters in public policy from Duke University.
