Charles D. "Chip" MacLeod is a member of Funk & Bolton, P.A., resident in the firm's Chestertown
office, and head of the firm's Local Government Practice Group.
For three years, Mr. MacLeod served as the Associate Director of the Maryland Association of Counties (MACo).
In this capacity, he represented the collective interests of Maryland's 23 counties and Baltimore City before the
Maryland General Assembly and various State agencies and commissions. Mr. MacLeod staffed MACo's Tax Subcommittee,
researched issues affecting Maryland political subdivisions, and acted as a resource to elected and appointed
county government officials.
From 1991 through 1998, Mr. MacLeod was the County Administrator of Kent County, Maryland. As County Administrator,
he was responsible for the day-to-day management of county government, including all aspects of financial and
personnel administration. Mr. MacLeod is a former member and past president of the Maryland Association of County
Administrative Officers.
While serving as Kent County Administrator, Mr. MacLeod was elected to the Board of Trustees of the Local Government
Insurance Trust (LGIT) and chaired LGIT's Health Benefits Committee. The firm currently serves as general counsel to
LGIT and to the Eastern Shore of Maryland Educational Consortium Energy Trust, and Mr. MacLeod has primary
responsibility for such representations. Mr. MacLeod served as the County Attorney for Caroline County from 1999
through 2008, when Caroline County established an in-house office of law.
Mr. MacLeod is general counsel to the Kent County Board of Education and counsel to the Board of Supervisors of
Elections for Kent County, and he currently serves as the Town Attorney for the Town of St. Michaels, Town of Rock
Hall and the Town of Sudlersville, Maryland.
Mr. MacLeod is a member of the International Municipal Lawyers Association and the Council of School Attorneys, a
branch of the National School Boards Association. He is a member and past President of the Maryland Municipal Attorneys'
Association and is a member and former Chairman of the Board of Chester River Health System, Inc.
