Jefferson L. Blomquist

Local Government

With over 30 years of experience representing local governments, Jefferson is thoroughly knowledgeable in matters of municipal law. As a member of our Local Government Law group, he represents municipalities and local governments, law enforcement agencies, and local government administrative tribunals. He assists with zoning and subdivision regulation issues, negotiates development rights and responsibilities agreements, represents local governments in takings cases, and helps with the acquisition of private property for public use. In employment law matters, Jeff negotiates collective bargaining agreements, drafts personnel regulations, provides supervisory training, assists with separations, and represents local governments before the EEOC and MCCR. He also assists police departments with LEOBR issues, including prosecution of disciplinary matters before hearing boards as well as representing hearing boards.

Jeff has been with Funk & Bolton since 1998, and his expanding skills have strengthened the Local Government Law group’s capabilities and avenues for collaboration. In his years of local government representation, he has developed a wealth of knowledge in the following areas of law: administrative, contract, constitutional, construction, ethics, employment, environmental, land use, local government and board of education immunity, procurement, real property, and zoning and subdivision regulations.

He also has over a decade of experience in local government and board of education litigation matters. He has valuable experience with the following education-related statutes, legal issues, and decisions:
