Stephen P. Carney is of counsel to Funk & Bolton, P.A., resident in the firm’s Baltimore office. He concentrates in the firm’s insurance regulation practice area. Most recently, Mr. Carney served as Senior Vice-President, General Counsel and Secretary of the Medical Mutual Liability Insurance Society of Maryland and its wholly-owned subsidiary Professionals Advocate Insurance Company. In that position he was responsible for supervising the corporate legal function, regulatory matters, and government affairs of the company.

While attending law school, he served as a legal writing instructor and as an Associate Editor of the Law Review. Following graduation from law school, Mr. Carney served as law clerk to the Honorable J. Calvitt Clarke, Jr. of the United States District Court for the Eastern District of Virginia.

From 1981 until 1988, Mr. Carney was associated with the Venable law firm, where he practiced in the areas of employment law and commercial real estate law. In 1988, Mr. Carney joined Medical Mutual as in-house General Counsel, a position he filled for nearly seventeen years. In that position, he advised the Senior Management and Board of Directors on corporate, regulatory and legislative matters. Mr. Carney was responsible for supervising the legal and regulatory aspects of joint ventures and acquisitions of the company, obtaining appropriate state licensing for the company’s subsidiary, overseeing the approval of new programs and rate filings, and monitoring and participating in legislative and legal reform issues affecting the company’s operations. In 1997, Mr. Carney was appointed by Governor Glendening to the State’s task force on medical practice parameters.

In January 2008, Mr. Carney was appointed as an adjunct professor of law at the University of Maryland School of Law. Since 2006, he has also served as an adjunct professor of insurance law at the Marshall-Wythe School of Law at the College of William and Mary.

From 1996 until 2005, Mr. Carney was a member of the Board of Trustees of the Foundation Board of the Marshall-Wythe School of Law. He served as President of this Foundation from 2003 until 2005. Mr. Carney currently serves as the Chairman of the Board of the Maryland Chapter of the March of Dimes.
