The Environmental Practice Group focuses on transactions impacted by environmental issues ranging from hazardous and solid wastes to groundwater, surface water and air quality. Group attorneys provide assistance in matters including:

  • compliance with Maryland’s stormwater runoff requirements and TMDLs
  • minimizing nitrogen run-off from bio-solid and composting activities
  • compliance with environmental permitting requirements and enforcement orders
  • due diligence in connection with the acquisition of potentially contaminated properties
  • purchase agreements, tank registrations, compliance and enforcement counseling for fuel stations

The Group is led by Michael V. Forlini, an attorney who has concentrated on environmental issues for 10 years and who has 17 years of experience serving as an environmental planner, environmental specialist or environmental scientist for the New Jersey Department of Environmental Protection and the U.S. Environmental Protection Agency.

The Group includes Charles D. “Chip” MacLeod and Jefferson L. Blomquist, who are also members of the firm’s Local Government Practice Group. Mr. MacLeod, the head of the Local Government Practice Group, has experience with MTBE contamination litigation and power purchase agreements for alternative energy projects. Mr. Blomquist has experience with RCRA, CERCLA/SARA, Clean Water Act, Safe Drinking Water Act, radiation management and other environmental issues throughout his over 25 years of practice and, while with the firm, has represented local governments in transactional and litigation matters involving hazardous and solid waste, radiation management, publicly-operated treatment works, stormwater management and non-tidal wetlands compliance.
