Lindsey A. Rader

Lindsey A. Rader is the firm member in charge of financings for state and local governments. She represents issuers (both as bond counsel and as issuer's counsel), underwriters, trustees, borrowers, purchasers, lessees and lessors in a wide variety of transactions and oversees all public finance tax, securities and disclosure issues for the firm.

Prior to joining Funk & Bolton, P.A. upon its founding, Ms. Rader was a member of the Baltimore law firm of Shapiro and Olander. From 1987 to 1994, she was an associate with Shapiro and Olander.

Ms. Rader's public finance experience includes governmental and conduit borrowings to finance public purpose buildings and equipment, recreational facilities, water and sewer plants, other infrastructure improvements, solid waste disposal facilities, manufacturing plants and equipment, university and secondary school facilities and equipment, dormitory housing for college students, hospitals, nursing homes, retirement centers and other health care facilities. She routinely represents borrowers in the Maryland Water Quality Financing Administration and Rural Development loan programs and has provided advice to borrowers in the Maryland Community Development Administration's Local Government Infrastructure Financing Program.

Ms. Rader is experienced in refunding transactions, grant and bond anticipation note issues and credit-enhanced deals. Ms. Rader has crafted legislation that was passed on state and local government levels in order to establish revenue and redevelopment authorities, provide borrowing flexibility for Maryland local governments and authorize innovative financings.

As a complement to her public finance concentration, Ms. Rader's local government law practice includes providing advice to various types of constituted authorities on governance and organizational issues, applying for property tax exemptions, preparing intergovernmental agreements on various matters and real property transactions. Ms. Rader also has experience in leasing and loan transactions.

Ms. Rader is a member of the National Association of Bond Lawyers and an associate member of the Maryland Government Finance Officers Association.
