Deborah R. Rivkin is of counsel to Funk and Bolton P.A., and concentrates in the firm's Government Relations Practice Area, with particular emphasis on the regulation of the life and health insurance industry. Ms. Rivkin is resident in the firm's Annapolis office.
Ms. Rivkin is a graduate of the University of Maryland (B.S., cum laude, 1984) and Georgetown University Law Center (J.D., cum laude, 1987).
From 1987 to 1989, Ms. Rivkin was associated with the Baltimore law firm of Piper & Marbury. From 1989 until she joined the firm as of counsel on March 1, 1993, Ms. Rivkin was associated with the Baltimore law firm of Shapiro & Olander.
Ms. Rivkin serves as Executive Director and Lobbyist for the League of Life and Health Insurers of Maryland, Inc., the State Trade Association for commercial life and health insurers who conduct business in Maryland. Ms. Rivkin also represents AMERIGROUP Corporation, a managed care organization specializing in the delivery of service to Medicaid recipients and the Children's Health Insurance program in Annapolis.
In addition, Ms. Rivkin was involved in the creation of Marylanders for Responsible Healthcare Solutions for which she also serves as Lobbyist. MRHS is a coalition of businesses and organizations that share a common interest in educating the public, opinion leaders and legislators about the need for practical solutions that address healthcare cost and access issues in Maryland.
She has served as a member of the Governor's Advisory Panel on Insurance Fraud, formed for the purpose of examining and enhancing the requirements of Section 233B of the Maryland Insurance Code, "Notification of Suspected Fraud: Insurance Anti-Fraud Plans."
